The Charter Forming Meeting of the Gateway Chapter of the Naval Cryptologic Veterans Association was held on 01 April 2006, at the Sheraton Westport Plaza Tower Hotel, in Maryland Heights, Missouri. The primary purpose of the meeting was the adoption of the Chapter’s constitution/by-laws, election of Directors, and appointment of Officers. A social gathering of the attending members was held in the Hospitality Room on the evenings of 31 March 2006 and 01 April 2006.

The Charter Forming Committee members, consisting of: Ken Cole, Frank Huffman, Don Owens, Bob Pepper, Ray Purdom and John Whitworth, with the assistance of Dave Fiehtner, Secretary/Treasurer of the Smokey Mountain Chapter-NCVA, and Jake Karoly, NCVA Reunion Site Coordinator, were introduced to the membership by John Whitworth.

The proposed constitution/by-laws of the Gateway Chapter-NCVA were read by John Whitworth. Additions, Deletions, Corrections and Changes were made to the Articles as they were read. The constitution/by-laws were unanimously approved by those present.

IAW the Gateway Chapter-NCVA constitution/by-laws, the governing body will consist of five (5) elected Directors. Dave Fiehtner and Jake Karoly conducted the nominating procedure and oversaw the election of the Chapter Directors. Those who were nominated and unanimously elected were: Ken Cole, Frank Huffman, Don Owens, Ray Purdom, and John Whitworth.

During a short membership intermission, the Directors met in the Hospitality Room to discuss the appointment of Officers for the Chapter. Upon returning, the general meeting was called to order by the newly elected Director-President, Don Owens. He introduced the Directors and announced the other Chapter Officers: Frank Huffman, Director-Vice President; John Whitworth, Director-Secretary/Treasurer; Ken Cole, Director-At-Large #1; Ray Purdom, Director-At-Large #2.

Topics of the General Meeting were:

1. The beginning and purpose of establishing a local NCVA Chapter was presented by Jake Karoly.
   
2. The explanation of attaining IRS Tax Exempt Status for the 2008 National NCVA Reunion was explained by Dave Fiehtner.
   
3. Establishment of various Reunion committees was presented by Jake Karoly, Ann Karoly, and Dave Fiehtner.
   
4. Frank Huffman agreed to serve as the Gateway Chapter-NCVA HOST for the 2008 National NCVA Reunion. Volunteers for the Reunion Finance & Budget Planning Committee are: Chairman Bill Craig, Cal Fulmer, Don Owens, and John Whitworth.
   
5. The 2007 Gateway Chapter-NCVA Meeting will be 04-06 May 2007 (1st weekend of May 2007) at the Sheraton Westport Plaza Tower, Maryland Heights, Missouri.
   
6. A tour of the 2008 National NCVA Reunion facilities, consisting of the adjacent Sheraton Westport Lakeside Chalet complex, was presented by Nancy Masterson, Sheraton Senior Sales Representative.
   
7. The General Meeting was adjourned at 1130.

The 2006 Gateway Chapter-NCVA Luncheon, at Harrah’s Casino Town Square Buffet, followed the general meeting.

The 2008 National NCVA Reunion Finance & Budget Planning Committee meeting was held on 01 April 2006 at 1600 in the Hospitality Room at the Sheraton Westport Plaza Tower Hotel in Maryland Heights, Missouri. The meeting established the Reunion Budget of the estimated expenses and approved registration fees; the meeting concluded at 1730.
